Job Purpose:
The Business Analyst 5 will support and enhance public health applications within the Michigan Department of Health and Human Services (MDHHS). This role will focus on applications such as Women, Infants, and Children (WIC), Kindergarten Oral Health Assessment (KOHA), and Early Hearing Detection and Intervention (EHDI), helping to streamline business processes, improve data integrity, and ensure compliance with SEM/SUITE. The role includes writing functional requirement documents, performing business requirements analysis, and overseeing the design, development, and testing phases of various projects.
Requirements:
- Write high-level functional requirement documents and perform gap analysis to define detailed functional requirements.
- Conduct full software development life cycle (SDLC) activities, including gathering requirements, and writing functional/technical specifications for complex projects.
- Develop functional design documents and work with stakeholders for review and approval.
- Create user stories and task breakdowns for agile development projects.
- Develop prototypes and mockups for user review and approval.
- Design flowcharts, screen layouts, and other documentation to ensure logical flow of system requirements.

- Test Planning & Quality Assurance:
- Design, develop, and implement test plans and test reports for applications or subsystems.
- Create or collect test data and execute approved tests to verify program logic and desired results.
- Assist with UAT Testing, test case creation, and post-implementation testing.
- Help differentiate between defects and new requirements and maintain a defect tracking log.

- Agile Development & Documentation:
- Work with stakeholders and business analysts to ensure effective use of agile development processes, including test-driven development.
- Assist with the Enterprise Architecture Solution Assessment (EASA) and drafting IT readiness documents.
- Create documentation for Requests for Information (RFI) and Requests for Proposals (RFP).
- Draft Local Change Board documents and assist with the implementation of Request for Change (RFC) for system and infrastructure changes.
- Maintain and update system documentation due to system upgrades.

- Application Support & Monitoring:
- Provide ongoing support for business client applications maintained by DTMB.
- Monitor applications during peak production times to ensure functionality.
- Ensure applications meet business and technical requirements and are aligned with business goals.

Qualifications & Skills:
- Required Experience:
- 8+ years of experience in business analysis for complex computer systems.
- 8+ years of experience in developing functional requirements for development projects.
- 8+ years of experience in creating and implementing test plans and test cases.
- Over 5+ years of experience in implementing Agile development processes, including test-driven development.
- Over 8+ years of experience creating, updating, and maintaining systems documentation.
- Over 8+ years of experience creating training plans and materials.

- Technical Skills:
- Experience with Azure DevOps or similar requirements and test case tracking tools.
- Strong understanding of HIPAA Data and compliance requirements.
- Familiarity with software management and collaboration tools such as Jira, Confluence, and SharePoint.

Preferred Qualifications:
- Experience with public health applications, including those in WIC, KOHA, and EHDI programs.
- Familiarity with the SEM/SUITE compliance framework.
- Experience working with healthcare-related data and applications.
