This is highly responsible professional, technical and analytical work involving data analysis, process development, and project performance reporting for Capital Improvement Program (infrastructure) engineering projects. An employee in this class is responsible for business/data analytics, creation of dashboards and reporting related to project performance, as well as supporting project managers with recommending process improvements to ensure projects remain on time and on budget. Specific duties include gathering and aggregating data, documenting reporting requirements to meet a business need, and using business and technical skills to design, develop, test and implement reports and dashboards that utilize the underlying data warehouse(s)/data mart(s) to meet a business objective. Other duties and responsibilities involve leading teams to develop/improve project management processes and providing technical support and training (as required) to ensure the availability and performance of developed reports and dashboards for both external and internal users. The selected candidate will also act as the liaison with the Business and Information Technology Services.
Position Requirements
Experience – progressive experience in business/data analytics or industrial/organizational/systems engineering, preferably including at least 1 year of project management experience
Education – Bachelor’s degree in data analytics, industrial/organizational/systems engineering, business administration, public administration or a related field.
Must have at least 6 years of experience as described above, or
Associate degree as described above, and at least 4 years of experience as described above, or
Bachelor’s degree as described above, and at least 2 years of experience as described above, or
Master’s degree as described above, and at least 1 year of experience as described above, or
An equivalent combination of education, training, and/or experience.
Highly Desirable
- Strong project management experience, including knowledge of project management best practices.
- Significant experience with process development and improvement.
- Solid experience using the following software: Microsoft Project and PowerBI, Oracle E-Business Suite and Business Intelligence Enterprise Edition (OBIEE), GIS, and SharePoint.
- Experience in developing and refining project performance metrics and key performance indicators
- Strong experience in data analysis to determine tends and provide clear, concise reporting on key metrics
- Knowledge in report building and dashboard creation, as well as analyzing project performance data to provide decision-making support to management
- Training or public speaking experience
- CAPM or PMP certification through the Project Management Institute (PMI), or similar project management credential such as Agile, Six Sigma, etc.
- Experience working for local government
- Team leader or supervisory training or experience.
Essential Functions
- Assists in developing and analyzing project performance metrics, reports, and dashboards for the Capital Improvement Program, to include schedule and budget status, and other key performance indicators.
- Leads teams and facilitate meetings to develop and improve project management processes and resources
- Reviews and participates in the preparation of analytical and research reports, summaries and recommendations for management;
- Investigates and defines problem areas, conducts studies and prepares reports recommending solutions or course of action;
- Oversees the inputting and analysis of project data in Oracle Project Management Module. To include schedules, budgets (as they relate to schedules), project status, progress updates, and other data for Capital Improvement Program Projects.
- Train staff on the Oracle Project Management Module and facilitate other training as needed for other project management tools and business intelligence reports/dashboards.
