Stearns County is seeking a detail-oriented and collaborative Data Analyst to join our Technology Services team. In this role, you will work closely with Human Services Department leadership to support strategic decision-making through data-driven insights. You will play a key role in improving public service delivery by analyzing system data, ensuring data quality and security, and supporting the onboarding and offboarding of staff within human services software systems.

Position Objective
To support the Human Services Department by developing and maintaining data collection processes, monitoring data quality and system security, and conducting data analysis that informs strategic planning, program evaluation, and policy development. This position also assists with resolving issues related to human services software systems and supports staff onboarding and offboarding processes.
Essential Duties and Responsibilities

1. Creates, documents, and promotes the data collection strategies using database queries and the development of code to assist with workflow and data integrity.
2. Accesses current data and recommend direction to support a data driven decision making process.
3. Consults with department leadership to identify, develop, define, and document strategic objectives that support unit performance, program/service delivery efforts, and/or client outcomes in terms of performance management.
4. Designs and conducts various projects for specific program areas to collect, compile and analyze data for use by the department to facilitate with decision management.
5. Identifies relevant raw data from primary sources, records or reports needed for department planning, policy development and creates queries, macros or scripts needed to retrieve information from existing computer-based systems, data systems or reports for department analysis.
6. Facilitates, with other County staff, the development of data collection systems required for various projects.
7. Develops and implements dashboards that will process, analyze and summarize data.
8. Supports onboarding and offboarding of staff within human services software systems, including troubleshooting and resolving data-related issues in collaboration with IT and program staff.
9. Assists in creating and modifying all input and output forms necessary to edit, review, process and disseminate information.
10. Reports findings of completed assigned projects and reports by preparing written analysis that interprets and explains the underlying data.
11. Attends work regularly and in a timely manner.
12. Performs other duties as assigned or apparent.
Minimum Qualifications
In order to be considered for this position, applicants must possess the following:
- Bachelor's degree or higher (A degree in Information Systems (MIS), Business or Public Administration, Research Methods or closely related field is preferred.)
- Four years of related experience
- Experience using Microsoft Office Suite
Preferred Experience Beyond Minimum Qualifications:
- Experience developing data collection tools using languages such as Visual Basics, Python, SQL or other query languages
- Power BI or Business Intelligence experience
- Experience completing system management, user management, developing and maintaining reference tables, and maintaining data integrity
- Experience working with Human Services, Public Health and Community Corrections programs in the State of Minnesota
Desirable Knowledge, Skills and Abilities
1. Knowledge of Human Services program areas, systems, and resources.
2. Knowledge and experience with Visual Basics language
3.Knowledge of relational database and SQL or other query languages.
4. Knowledge of Microsoft Power BI and/or other tools to develop reports and dashboards.
5. Skilled in projecting the impact of various planning programs with consideration to social, economic, and health factors.
6. Skilled in problem solving and figuring out how things work and fit together.
7. Ability to work independently, resolve challenges, and ask good questions in order to determine recommendations.
8. Ability to be self-motivated to provide excellent customer service and support.
9. Ability to conduct quantitative and qualitative analysis in a collaborative environment with minimal guidance.
10. Ability to effectively communicate verbally and in writing.

Work Environment and Physical Demands
The primary responsibilities for this position will be performed approximately 100% of the time indoors. May require occasional travel to off-site locations and minimal attendance at evening meetings. Will have infrequent exposure to health hazards and accidents; requires a low level of physical effort. All employees are required to reside within the state of Minnesota.

Work is performed under the general supervision of the Human Services Supervisor.

Frequent.
Hours of Work
Normal work hours for this position are 8:00 a.m. – 4:30 p.m. Monday through Friday. Potential for a hybrid work environment and flexible work hours. Early morning, evening, and weekend hours may be required depending upon specific projects.
