Job Description: Business Financial Analyst
Location: U.S. Coast Guard Surface Forces Logistics Center (SFLC)

Position Overview
The Business Financial Analyst provides mission-critical financial, operational, and maintenance analysis in support of the United States Coast Guard (USCG) Surface Forces Logistics Center (SFLC) Long Range Enforcer Product Line (LREPL). This position performs advanced qualitative and quantitative analyses to support depot-level maintenance planning, financial accuracy, and operational readiness for a fleet of cutters ranging from legacy vessels to newly commissioned platforms.
The Analyst will utilize multiple Coast Guard enterprise systems to evaluate workload, monitor financial performance, support budget planning, and generate high-impact reports for leadership.
Key Responsibilities
Program and Operational Analysis
- Analyze the effectiveness and efficiency of LREPL's operations, programs, and financial processes using advanced qualitative and quantitative techniques.
- Conduct formal and informal reviews to evaluate project accomplishments, milestone achievement, and financial compliance.
Data Extraction and System Analytics
- Extract, validate, and analyze data from enterprise systems including FLS, NESSS, FSMS, IBM COGNOS, and CWD to identify risks, overdue projects, deferred maintenance, required repairs, and financial discrepancies.
- Modify enterprise IT systems to support accurate HM&E (Hull, Machinery, & Electrical) maintenance and cost reporting.
Project and Maintenance Tracking
- Monitor and track projects; create and maintain project records for maintenance, repairs, and cost tracking.
- Maintain and update the 5-year planned maintenance availability schedule, integrating inputs from engineering, planning, and operational commands.
Financial Management and Budget Execution
- Ensure all LREPL financial accounts are accurately reflected in enterprise financial systems and maintain accountability for single-year and multi-year funding.
- Prepare, reconcile, and analyze weekly, monthly, quarterly, and annual financial reports.
- Research open commitments, TNYOPs, and OOVA, providing corrective action recommendations.
- Reconcile prior-year OE and PC&I accounts and support quarterly pipeline certification.
- Analyze contract and procurement data to identify optimal funding levels and contribute to the Affordable Readiness Budget.
- Support fiscal year closeout activities, including document validation and response to financial data calls.
Reporting and Strategic Support
- Prepare and present monthly, quarterly, and annual performance metrics and lessons learned.
- Develop reports for programmatic and financial data calls (e.g., Deferred Maintenance, Maintenance Cost per Operating Hour).
- Provide analytical input during Acquisition Team meetings, including assessment of contract growth and unplanned maintenance trends.
Required Qualifications
- Minimum 7 years of experience in operational, financial, and data analysis.
- Strongly desired: Bachelor's degree in a related field.
- Minimum 7 years of experience with Microsoft Office tools including Excel (pivot tables, complex formulas), PowerPoint, Word, Project, Office 365, and Teams.
- Experience with Coast Guard enterprise IT systems: FLS, FSMS, CWD, NESSS, IBM COGNOS.
- Demonstrated excellence in analytics, problem-solving, and data interpretation.
- Strong written and verbal communication skills; fluency in English required.
Work Schedule
- Standard hours: 0600–1800 PST, Monday–Friday, excluding federal holidays.
- Occasional evening, weekend, or holiday work may be required.
- Telework permitted only with approved USCG Telework Agreement (approval not guaranteed).
Security Requirements
Requires a Tier 1 / SF-85 investigation and issuance of a Common Access Card (CAC) for physical and IT system access.
