This position is located in Bureau of Medicaid Systems, Richland County.

Are you the One? We are looking for an IT Business Analyst II who serves as a Reporting Analyst for the SCDHHS Bureau of Medicaid Systems, under general supervision by the Operations Manager (IT Manager II). As such, the IT Business Analyst II is responsible for designing, developing, and validating report specifications; developing SQL queries to extract data; requesting data from SCDHHS program areas and vendors; reviewing data and drawing conclusions from that data; preparing reports, analysis, and visualizations of data for various audiences; and acting as a subject matter expert for data contained within SCDHHS eligibility and enrollment systems.

Prepares data, reports, and data analysis as assigned for internal and external audiences.
Develops and maintains queries and reports using Structured Query Language (SQL) in various database types (Oracle, MS SQL Server, etc.) as stand-alone SQL queries as well as within reporting/visualization platforms such as Crystal Reports and Tableau.
Gathers and documents requirements for reporting. Reviews system change requests for reporting impacts and provides feedback. Validates reports and datasets against documented requirements/specifications.
Acts as a subject matter expert for data stored within SCDHHS Medicaid Systems.
Identifies and completes appropriate and relevant professional development activities. Performs other duties as assigned by supervisor.

Minimum and Additional Requirements

A high school diploma and experience in computer system development and modification.

A bachelor's degree in a related area may substitute for the required work experience.

PREFERRED: Demonstrable knowledge of Oracle SQL and Microsoft SQL Server. Experience working with Medicaid data elements and reporting. Experience drawing business conclusions from datasets extracted from systems. Knowledge of Medicaid eligibility and operations concepts.

Additional Requirements:

Overtime and/or weekend work with Deputy approval.
Sitting or standing for long periods of time.

Preferred Qualifications

Ability to write, read, and modify SQL queries.
Ability to consume and understand relational database data models and develop queries using this information.
Ability to understand relationships between elements in a database and how data elements map to business information.
Moderate knowledge of capabilities and intricacies of information systems.
Ability to understand and carry out moderately complex technical instructions and requests.
Ability to analyze and reduce to logical order moderately complex technical data.
Ability to communicate in a clear and concise manner.
Ability to work effectively with users, vendors, and other IT personnel.
Ability to assist with identifying and resolving problems.
