Description
The Program Analyst (Journeyman) focuses on aligning resources, monitoring progress, and identifying performance trends to help leadership make data-informed decisions. Operating within an Agile-informed, milestone-driven environment, the Program Analyst (Journeyman) works across financial, contractual, and operational domains – translating policy into action, promoting cross-functional coordination, ensuring regulatory and fiscal compliance, and enhancing transparency across program activities. This role requires close coordination and synchronization with program leadership for task execution.
Duties and Responsibilities (including but not limited to)

Interpret regulations, directives, and policies to ensure program activities reflect appropriate governance, controls, and ethical standards

Review and validate spend plan requirements for accuracy, completeness, relevancy, and alignment with strategic funding goals

Evaluate program policy and confirm that contract actions conform to Federal Acquisition Regulations (FAR) and other applicable guidance

Assess fiscal and manpower accountability within contract portfolios and ensure consistency across related business units

Monitor current and projected expenditures, analyze budget trends, and surface insights to program leadership

Track changes over time to projected funding allocations through Army systems

Apply analytical models to evaluate program performance, improve execution efficiency, and enable strategic adjustments

Contribute to developing methodologies for contract resource allocation and defining funding distribution profiles by program

Collaborate with acquisition and financial teams to ensure consistency of data across program and contract functions and products
-
Generate program/project analyses and support program, budget, and financial tasks at the direction of government leadership

Define, manage, and analyze program metrics aligned with cost, schedule, and performance parameters

Contribute to / collaborate on budget planning and execution activities, coordinating closely with stakeholders

Maintain and update manpower data in accordance with Business Management Division (BMD) requirements

Identify cost, schedule, and performance risk, and provide recommended mitigation strategies and time-phased steps to reduce/eliminate
-
Identify cost, schedule, and performance tradeoffs and formulate recommendations that support informed decision-making
-
Manage/support tasks associated with cost, budget, or financial execution as directed by government leadership

Contribute to, review, and provide feedback on Program Objective Memorandum (POM) submissions, Army Program Budget Briefs (APBB), Program Execution Group (PEG) products, and Procurement and Research, Development, Test, and Evaluation (RDT&E) (P&R) Form products

Contribute to/prepare responses to high-level taskers from DoD, Army, or Congress

Deliver work products including reports, white papers, and presentations that communicate findings, options, and recommended actions
Required Qualifications

Bachelor’s degree in a relevant field (e.g., Program Management, Business Administration, Public Administration, Operations Research, or related discipline)
-
5+ years of professional experience in program management, budgeting, or acquisition functions within a Department of Defense (DoD) or U.S. Army environment

Strong understanding of DoD program lifecycle processes, Federal Acquisition Regulations (FAR), Army-specific program reporting frameworks, and compliance requirements

Ability to analyze and interpret complex program requirements and financial products

Excellent analytical skills and the ability to present data in clear, concise, and actionable formats for senior leaders and stakeholders

Ability to support short-notice tasks with quick turnaround (within 24 hours before suspense deadlines), ensuring timely responses and proper coordination, collaboration, and configuration control

Excellent written and verbal communication skills, with experience preparing formal briefings and technical reports for senior decision-makers

Proficiency in Microsoft Office Suite (Excel, Outlook, PowerPoint, Word), SharePoint, and Teams

Demonstrated experience conducting data analysis, preparing spend plans, and delivering program recommendations to leadership

Proven ability to manage competing priorities and drive program outcomes independently in a mission-critical environment

Must possess and maintain a Secret Security Clearance
Desired Qualifications

Familiarity with Agile principles and their application to program planning, metrics, and iterative process improvements

Agile certifications such as Certified ScrumMaster (CSM), Scaled Agile Framework (SAFe) Agilist (SA), or Program Management Institute (PMI) Agile Certified Practitioner (PMI-ACP)

Experience coordinating across Integrated Product Teams (IPTs) and navigating cross-functional roles and responsibilities

Working knowledge of applicable DoD and Army financial (cost and budget) policies and standards, including Planning, Programming, Budget and Execution (PPBE) processes and responsibilities

Working knowledge of Army-specific budgeting systems, planning documentation, and manpower tracking tools
-
Proficiency in financial dashboards or visualization tools such as Power BI for program and financial reporting

Experience producing reports, decision briefs, and milestone documentation for DoD and Army programs

Excellent communication skills with a track record of presenting complex program data to senior government stakeholders
