Universal Services is the enterprise IT solutions center for the departments and offices of Harris County, providing Information Technology, Public Safety and Justice Technologies, 311 Constituent Engagement Services, Fleet Services, and Records and Information Governance Services.

Position Overview:
Serves as a strategic partner, driving product vision and business alignment across stakeholder groups. This role leads requirement gathering efforts, manages product backlogs, and ensures successful delivery of complex solutions across projects and teams.
Duties and Responsibilities:
Defines and manages product vision, roadmap, and release planning aligned with organizational priorities.
Leads translation of business needs into user stories and technical requirements.
Acts as product champion across internal and external stakeholder groups.
Maintains ongoing backlog prioritization and sprint readiness.
Guides Business Analysts and supports cross-functional collaboration in agile and hybrid environments.
Anticipates and mitigates product risks; manage expectations across business and IT.
Contributes to architectural and technical solution discussions.
Communicates product performance, KPIs, and delivery status to leadership and stakeholders.
Engages in the complete systems development life cycle of designing, coding, testing, implementing, maintaining, and supporting application software to ensure on-time delivery and within budget.
Participates in component and data architecture design, performance monitoring, product evaluation, and buy versus build recommendations.

Education:
Experience:
Five to seven years of related experience
Experience in systems analysis, design, and a solid understanding of development, quality assurance, and integration methodologies
Familiarity with purchasing IT equipment and services
Strong technical fluency with SQL, system integrations, and agile tools (such as Azure DevOps).
