SCI Consulting Group is seeking a Project Consultant to lead and manage data-driven projects that support the development and implementation of revenue ballot measures and funding programs for California public agencies. This full-time, salaried position involves overseeing projects from initial analysis through client delivery.

Role Overview:
The Consultant leads data-driven projects supporting revenue ballot measures and local funding programs for public agencies. Projects may cover areas such as storm drainage, flood control, groundwater sustainability, mosquito and vector control, parks and recreation, and fire protection. The Consultant also provides ongoing data management and administrative services annually to maintain assessments, fees, or taxes.
Typical assignments include:
- Database management and data analysis, including maintaining financial, assessment, and program data.
- Financial research and rate modeling, supporting fees, special taxes, and other ballot measures.
- Preparing clear, concise reports and visual presentations for clients and stakeholders.
- Document preparation, including reports, resolutions, ordinances, notices, ballots, surveys, and informational materials.
- Survey and polling projects, including development, data collection, analysis, and presentation of results.
- Annual program administration, ensuring ongoing compliance and accuracy of assessments, fees, and special taxes.
- Community engagement and public presentations in government or stakeholder forums.

Desired Qualifications
The ideal candidate will have five years of professional experience in data analysis, public administration, accounting or finance, business, engineering, or a combination thereof. A bachelor’s degree or higher in Data Science, Statistics, Mathematics, Economics, Computer Science, Engineering, Geographic Information Systems (GIS), Business, Public Administration, or a related field may substitute for two years of experience. Experience with data management, analysis, and visualization in public agency or consulting projects is strongly preferred. Candidates must reside in the greater San Francisco Bay Area or Sacramento Area and be willing to travel to projects throughout California (most travel will be day trips with minimal overnight stays). A valid California Driver’s License and access to a vehicle are required.

Knowledge:
- Bachelor’s Degree or higher in Data Science, Statistics, Mathematics, Economics, Computer Science, Engineering, Geographic Information Systems (GIS), Business, Public Administration, or a related field.
- Understanding of data management and governance principles.
- Understanding of relational databases, data structures, and standard data formats (e.g., CSV, JSON, shapefiles, APIs).
- Familiarity with public agency governance, public finance, revenue ballot measures, fee or assessment programs, and the Sustainable Groundwater Management Act or groundwater sustainability funding is highly desirable.
Skills:
- Data manipulation and analysis using Excel, SQL, or programming languages (e.g., Python, R).
- Ability to implement and maintain databases for client projects.
- Strong written and verbal communication skills.
- Advanced Excel proficiency, including pivot tables, Power Query, and complex formulas, is preferred.
Abilities:

Compensation and Benefits:
The compensation package for this full-time position includes the following:
- Salaries that are competitive and commensurate with experience can range from $70,00 to $85,000.
- Year-end performance-based profit-sharing bonus.
- 401(k) retirement plan with the company’s contribution determined annually based on profit-sharing (typically 18% of base salary) with no requirement for employee matching funds.
- Comprehensive medical and dental benefits, including 100% of premiums paid by SCI for employee-only coverage.
