Job Description
The Texas Health and Human Services Commission (HHSC) is seeking an experienced Data Analyst / Report Writer (Level 3) to support the Texas Department of State Health Services (DSHS), specifically within the Environmental Epidemiology and Disease Registries Section. This role requires a senior-level professional experienced in data analysis, reporting, and business intelligence who can work independently and collaborate with technical and program teams.
The Data Analyst will provide consultative services and technical expertise across multiple agency initiatives and special projects. Work includes gathering and analyzing data requirements, developing data analysis tools, optimizing operations, and generating reports and recommendations for executive stakeholders. The candidate must demonstrate strong analytical abilities, attention to detail, and experience transforming raw data into actionable insights that drive business decisions.
All work products developed under this engagement will be considered “works made for hire” and become the property of the Texas Health and Human Services Commission. Background checks may be required per Texas law.
Responsibilities
- Acquire, clean, and interpret data from various sources, ensuring quality and reliability.
- Develop reports, dashboards, visualizations, and analytical tools to support business decision-making.
- Analyze DSHS program initiatives and special projects, applying business analysis best practices.
- Conduct deep analysis to identify underlying trends, correlations, and performance metrics.
- Develop and document as-is / to-be data models to identify opportunities for operational efficiency.
- Evaluate data policies, standards, and procedures for impact on systems and functional areas.
- Prepare concise findings and present reports identifying gaps, challenges, and solutions for executive leadership.
- Create metadata, tables, and user interfaces to support clear reporting for business users.
- Lead or support special data-driven projects assigned by agency leadership.
- Collaborate across teams to coordinate and optimize operations and program functions.
- Work under limited supervision with significant latitude for independent judgment and decision-making.
Minimum Requirements (Must Have)
8+Ability to research, analyze, correlate, and assemble complex facts and prepare clear reports.
8+Ability to transform data into actionable insights to support business decisions.
8+Experience developing as-is / to-be data models for operational efficiency.
8+Skilled in data mapping and identifying process improvements; establishing benchmarks and performance frameworks.
8+Experience analyzing data policies/procedures and assessing impact on systems and operations.
8+Experience acquiring data from multiple sources, creating routine reports, and performing deep data analysis.
8+Experience developing metadata, tables, and user-friendly reporting interfaces.
8+Experience using reporting tools to develop dashboards, visualizations, and complex reports.
Preferred Qualifications (Nice to Have)
5+Advanced dashboarding, data visualization, and reporting tool experience (Power BI, Tableau, etc.).
5+Experience developing SDLC-related documentation: gap analysis, requirements, design docs, flow diagrams, test cases, use cases, etc.
1+State or Federal public sector experience.
